Jack Metzler Joins ODC as Senior Assistant Disciplinary Counsel

Jack MetzlerThe District of Columbia Office of Disciplinary Counsel (ODC) has appointed Jack Metzler as senior assistant disciplinary counsel in charge of the office’s appellate division. Metzler will succeed Myles Lynk, who is retiring at the end of the year.

“The office is excited to have Jack join us as a senior assistant disciplinary counsel heading up our appellate section,” Disciplinary Counsel Hamilton P. “Phil” Fox III said in a statement. “Jack is very knowledgeable about the D.C. disciplinary system, having served as chair of the Board on Professional Responsibility’s Hearing Committee on numerous matters.”

Metzler comes to ODC from the Federal Trade Commission (FTC), which he represented in appeals arising from antitrust and consumer protection enforcement matters as well as in trial-level matters brought against the commission. He also advised the general counsel and the commission on administrative matters and policy, including substantive law, rules, regulations, and procedures of the FTC.

Before joining the FTC in 2012, Metzler was an associate at Covington & Burling LLP where he handled nearly every aspect of federal civil trial practice, from drafting a complaint to arguing before the U.S. Supreme Court.

A graduate of Georgetown University Law Center, Metzler has dedicated years of service to the District’s attorney disciplinary system. From 2009 to 2022, Metzler was a member of the D.C. Court of Appeals Committee on Unauthorized Practice of Law. Metzler has also served on the District of Columbia Board on Professional Responsibility in various capacities, including as Ad Hoc Hearing Committee chair and Hearing Committee No. 9 chair.

Metzler has published several articles, most recently “Quorumifications” and “The Quorum Rule” (The Green Bag, 2021 and 2020, respectively) and “Groundhogs, the Supreme Court, and the Emperor of the United States” (Journal of Law, 2020).

Metzler will begin serving in his new position at ODC on January 9, 2023.

Superior Court Amends Tax, Landlord and Tenant Procedure Rules

On October 29 the Superior Court of the District of Columbia issued Promulgation Order 25-03 amending Rules of Procedure for the Tax Division 1, 2, 3, 4, 4-I, 5, 6, 6-I, 7, 8, 9, 10, 11, 12, 13, 13-I, and 14. The court also issued Promulgation Order 25-04 amending Rules of Procedure for the Landlord and Tenant Branch 2, 5, 6, 12-I, 13-I, and 14.
