Superior Court Order Allows CJCC to Access Juvenile Records

September 09, 2024

On September 6 the Superior Court of the District of Columbia issued Administrative Order 24-12  authorizing the Criminal Justice Coordinating Council (CJCC) to inspect, compile, and analyze data on criminal justice and juvenile justice systems so it can regularly publish aggregate data pursuant to DC Law 25-175.

The order, which supersedes Administrative Order 23-24, also authorizes personnel from the Metropolitan Police Department and the agencies that administer the juvenile programs to provide CJCC with data and information from juvenile case records, social work records, and police and other law enforcement records.

Furthermore, the resulting documents must adhere to the D.C. Courts’ current cell suppression policy, which stipulates that no cell in a table reflecting the number of occurrences of any compared variables may be displayed if it contains a number less than 20.

CJCC reports or final analysis available to the public may not contain information that makes it possible to identify any party, witness, social worker, judicial officer, or other person mentioned in the records.

Comment on Proposed Changes to D.C. Rules Pertaining to Nonlawyer Owners in a Firm

The District of Columbia Bar’s Innovations in Legal Practice Committee (ILPC) is seeking comments on proposed amendments to D.C. Rule of Professional Conduct 5.4(b) and its Comments. The proposed revisions would allow D.C. Bar lawyers to cooperate and share fees with nonlawyers in a firm where its “principal” rather than “sole” purpose is the provision of legal services to clients, and where any other services provided by the firm are law-related services.
