Superior Court Proposes Changes to Rules of Civil Procedure

The Superior Court of the District of Columbia has completed its review of proposed amendments to the Superior Court Rules of Civil Procedure 10-I and 30, permitting the use of a substitute address in court filings consistent with the District of Columbia’s Address Confidentiality Program and requiring that self-represented parties provide their email address.

Changes to Rule 30 would incorporate 2020 amendments to Federal Rule of Civil Procedure 30, providing that upon service of a notice or subpoena directed at an organization, the serving party and organization must confer in good faith about the matters for examination.

The Rules Committee will recommend approval of the amendments by the Superior Court Board of Judges unless, after consideration of comments from the Bar and the general public, they are modified or withdrawn. The D.C. Bar has named retired U.S. Supreme Court Justice Stephen Breyer as the recipient of its 2026 Thurgood Marshall Award for his extraordinary commitment and initiative in pursuing equal justice and opportunity for all Americans. Breyer will be recognized at the Bar’s annual Celebration of Leadership on June 18.
