The legal profession is more than a vocation—it is a passion that has shaped my life for over 26 years and a vital pillar of American society I hold
in profound esteem. This deep admiration, coupled with an unwavering faith in the transformative power of our work as lawyers, propelled me last
spring to seek the presidency of the D.C. Bar.

My journey through the law has been both broad and varied, spanning roles as global chair of large practice groups at law firms, an adjunct law professor, prosecutor, executive staff at a regulator, and judicial law clerk. These experiences have granted me an expansive perspective on the wide range of opportunities available to lawyers, particularly in our Nation’s Capitol. They also have revealed a fundamental truth: our profession must remain nimble, ever-prepared to equip its practitioners for the diverse, evolving roles they will embrace in service to society.

If elected, I will guide the D.C. Bar toward a future finely attuned to its members’ needs, cultivating an environment that not only supports but anticipates the demands of our calling. To achieve this goal, I plan initiatives to modernize the bar, reduce costs, and encourage greater collaboration including: 1) providing broad on-demand continued legal education (CLE) programs for all states at no charge; 2) streamlining certificates of good standing and offering at no charge; 3) expanding pro bono opportunities and involvement; 4) establishing an ethics resource center with online tools and past opinions to uphold integrity; 5) improving directories to locate lawyers and foster collaboration; 6) establishing practice certifications to highlight lawyers with specific expertise; and 7) creating mentorship programs for junior lawyers. These steps will unite our diverse bar, elevate our impact, and ensure we meet the challenges ahead together.

As President of the D.C. Bar, I will serve our members by utilizing my familiarity with, and deep understanding of, the Bar’s operations, current initiatives, strategic plans, programs and staff. I can and will lead our Bar in navigating our challenges and opportunities.

Lawyers are critical in ensuring that the rule of law is upheld - particularly in these times of governmental chaos. My priority will be to make sure that our members are supported as the demands for legal services increase.

I have served for 5 years on the Board of Governors of the D.C. Bar and the Board of Directors of the D.C. Bar Pro Bono Center – first as Secretary from 2020-2021, and then as a Board member since 2021. I am currently on the Board’s Executive Committee, and I have served on its Compensation Subcommittee and on its Budget Committee.

In October 2024, I completed my 12th year of service on the Bar’s Continuing Legal Education (CLE) Committee, for which I served as Chair (2023-2024, 2022-2023, 2016-2017), Vice Chair (2015-2016), and Committee member (2012-2015, 2018-2022). Over the years, I have taught several dozen courses for the CLE Program and typically teach 4 courses per year.

I have served on the Bar’s 2020-2025 Strategic Planning Committee; the Bar’s Screening Committee, which makes candidate recommendations to the Board; the Communities Committee, which oversees the Bar’s 20 Communities; and the Nominations Committee, which elects nominees for the Bar President-elect, Secretary, Treasurer, Board of Governors, and members of the ABA House of Delegates.

My firm's website, www.seltzerlawfirm.com, further describes my employment law practice and my volunteer work.

I will lead our Bar with the energy, skill, open-mindedness and curiosity the position of President requires, and I am grateful for each vote that enables me to do this work. Thank you.

Bennett Rushkoff

Bennett RushkoffBennett Rushkoff
District of Columbia Office of Administrative Hearings

I believe the D.C. Bar has a critical role to play in support of our profession's efforts to preserve the rule of law. The Board of Governors' highest priority right now must be to guard against any threats to the independence of the Bar, including its disciplinary process.

I am retiring in May from the D.C Office of Administrative Hearings, having served nearly nine years as an ALJ for public benefits cases. My prior experience includes 17 years as an attorney-manager for public protection cases at the D.C. Office of the Attorney General and five years as a Federal Trade Commission staff attorney.

A graduate of Princeton University and Yale Law School, I currently serve as co-chair of the Bar's Steering Committee for the Public Interest and Courts Community, focusing on access-to-justice issues. I previously served two terms on the Steering Committee for the former Antitrust and Consumer Law Section.

This is a challenging time for lawyers and for the DC Bar. Fundamental assumptions about the rule of law and basic principles of justice are under attack. It is an important time for the Bar to unequivocally defend the independence of lawyers and to identify and support the essential role that they play in assuring that: (1) a continuing effort is made to improve access to justice for all; (2) public defenders and appointed counsel in criminal cases are adequately compensated; (3) judges, jurors parties, and the public attending judicial proceedings are protected; (4) courts are free from improper political influence; (5) prosecutors do not weaponize the justice system; (6) the public understands the difference between due process and arbitrariness; (7) members of the bar stand steadfast in support of the United States Constitution; (8) and the Executive respects and adheres to the judgments rendered by our courts.

I’ve spent my career where law meets people—in the courtroom, in policy circles, and on the front lines of civil rights work. Raised between cultures, I understand what it means to navigate complex spaces and advocate for those without a voice at the table. As a lawyer, father of seven, and someone who knows how systems shape lives, I believe leadership means listening as much as speaking and building bridges where none exist.

I serve on the Maryland State Bar Association Board of Governors and as Deputy Chair of the Federal Bar Association’s Professional Responsibility Committee, where I help shape conversations on ethics and accountability in the profession. The DC Bar is a community of advocates, dreamers, and realists. I would be honored to help steward its mission forward with integrity, pragmatism, and a clear eye on the evolving challenges our profession faces.
