Hearing Committee Report (September 23, 2020)

Summary: In re Vincent Wilkins Jr. Bar No. 439005. September 23, 2020. The Board on Professional Responsibility’s Ad Hoc Hearing Committee recommended that the D.C. Court of Appeals accept Wilkins’s petition for negotiated discipline and suspend him for 90 days, with 60 days stayed in favor of a one-year period of unsupervised probation with conditions, including refraining from engaging in any misconduct in this or any other jurisdiction during the one-year probationary period, completion of the D.C. Bar Practice Management Advisory Service’s (PMAS) Basic Training & Beyond program, and an assessment by the PMAS for violations of Louisiana Rules of Professional conduct 1.1(a), 1.3, 1.4(a)(3), and 8.4(c) as made applicable by D.C. Rule 8.5(b). One committee member dissented from the majority report concerning the negotiated sanction, specifically that the duration of the suspension and the portion of it actually to be served was too lenient.
