Summary: It is ordered that Ahmed M. Elhillali's license as a Special Legal Consultant is revoked without the right to reapply for five years. Respondent shall not be granted a license after the revocation period unless he first pays restitution and proves his fitness to practice as a Special Legal Consultant. It is furthered ordered that, for purposes of reapplication, the five-year period of revocation shall not begin to run until the respondent files an affidavit that complies with D.C. Bar R. XI § 14 (applicable to disbarred or suspended attorneys) except that his notification to clients and adverse parties will be that his Special Legal Consultant license has been revoked for at least five years.

Summary: In re Ahmed M. Elhillali. Bar No. 446927. December 22, 2017. The Board on Professional Responsibility recommends that the D.C. Court of Appeals revoke Elhillali’s license as a Special Legal Consultant without any right to reapply for this license for five years. In addition, the Board recommends Elhillali not be granted a license after the revocation period unless he pays restitution and proves his fitness to practice as a Special Legal Consultant. Elhillali, licensed as a Special Legal Consultant by the D.C. Court of Appeals, was separately retained by two clients to represent them in immigration matters. During the representations, Elhillali held himself out as licensed to practice law in the District of Columbia although he was not authorized to do so, and failed to explain the matters to the extent reasonably necessary to permit the client to make informed decisions regarding the representation. In addition, with regard to one of the clients, Elhillali violated rules pertaining to termination of representation and theft, in violation of D.C. Code § 22-3211. Rules 1.4(b), 1.16(d), 5.5(a), 8.4(b), and 8.4(c).
