Summary: The D.C. Court of Appeals suspended Speights for two years with fitness based on his lack of competence, neglect, serious interference with the administration of justice. Speights also gave intentionally false testimony. Specifically, while appointed to serve as Personal Representative an Estate where the primary asset of the Estate was a wrongful death action, Speights delayed in collecting the settlement funds from the defendants, delayed in distributing the settlement amounts once they were collected, and failed to comply with court orders to collect and distribute the settlement funds.
