Summary: In re Fredric R. Gumbinner. Bar No. 428327. May 15, 2025. Gumbinner pled guilty to bribery concerning programs receiving federal funds in violation of 18 U.S.C. § 666(a)(2) in the United States District Court for the Western District of Virginia. Gumbinner admitted to paying $20,000 to a county sheriff in exchange for a deputy badge that he was neither qualified for nor entitled to hold, then attempted to use the deputy badge for his own benefit. In a matter of first impression, the Board on Professional Responsibility recommended disbarment pursuant to D.C. Code §11-2503(a) because a conviction under 18 U.S.C. § 666(a)(2) is a crime of moral turpitude per se. The Board on Professional Responsibility alternatively recommended disbarment under D.C. Code § 11-2503(a) because the facts of Gumbinner’s crime involve moral turpitude.
