Summary: In re Evan Stuart Elan. Bar No. 1015816. September 28, 2023. In a reciprocal matter from Virginia, the D.C. Court of Appeals imposed equivalent reciprocal discipline, disbarred Elan, and ordered that, prior to filing a petition for reinstatement, he must first be reinstated to practice law in the Commonwealth of Virginia. In Virginia, Elan was found to have abandoned vulnerable clients, failed to cooperate with disciplinary investigations, and failed to comply with a court order.
